Minister for the Arts Frank Sartor today released the findings of a strategic review examining public library funding in NSW.
The review by former Independent Pricing and Regulatory Tribunal chair Dr Tom Parry was commissioned to help ensure Government funding was distributed in the most effective way. “The Iemma Government recognises the important role public libraries play in local communities,” Mr Sartor said. “Our goal – and the goal of the review – is to enable better access to library services and to support the development of library facilities.”
The report recommends a new State funding distribution arrangement, under which:
- Councils would continue to receive the State Government per-capita subsidy; and
- The balance of funding would then be distributed in the form of access and strategic grants - for which clear, new criteria will be developed.
The review also recommends measures to reduce ‘red tape’ associated with application and
reporting processes for councils. The changes will not affect the total funding pool available.
Mr Sartor said he intended to adopt the recommendations, with roll-out arrangements to be finalised shortly and further consultation expected on the access grants. “This new formula will maintain budget certainty by ensuring per capita subsidy arrangements stay the same,” he said. “It will also encourage innovation and ensure resources are allocated where they will do the most good.”
Dr Parry said a range of stakeholders - including the Local Government and Shires Associations, Public Libraries NSW – Country and Public Libraries NSW – Metropolitan - had been consulted as part of the review. “Our public libraries operate as a cohesive network,” Dr Parry said. “The new arrangements are intended to reinforce cooperation and provide greater opportunities for regional and State-wide outcomes.”
