In 2005 an evaluation was undertaken of the Western Sydney Arts Strategy and a report on its findings, The Arts in Western Sydney – 2006 Progress Report on the NSW Ministry for the Arts Western Sydney Arts Strategy, was published.

In 2007, Arts NSW commissioned the Australia Street Company to research and prepare an audience development strategy for Western Sydney, with a particular brief to investigate opportunities to develop culturally and linguistically diverse audiences for the arts.

Australia Street Company analysed data on local and metro-wide audiences for the arts across the Western Sydney region, audience data based consumer travel to arts and cultural venues in other parts of Sydney and interviewed senior representatives of key Western Sydney arts and cultural organisations. The final report is It’s Not Where You Are From, It’s Where You Are At.

In response to the report Arts NSW has now commissioned a non-user market research study with the aim to increase understanding of the interests, needs, attitudes and barriers to participation of culturally and linguistically diverse audiences in Western Sydney.

The Cultural Grants Review of 2007 recommended that Arts NSW undertake work in the area of audience development as a precursor to the implementation of the State Plan priority to increase the number of people of people participating in the arts and cultural activity.
